Appointed independent resident advisors in 2021We supported and advised residents in the run up to the Residents Ballot in spring 2021. 94% voted for the proposals for Avondale to build more than 220 new mixed tenure homes.  Following the ballot, we carried out wide-ranging resident engagement to develop a shared vision for the future of the estate. We continue to support and advise tenants and leaseholders about rehousing options and compulsory purchase.  Ongoing resident involvement in progressing the regeneration is through the Resident Engagement Panel, which we support and advise.

Appointed independent resident advisors in 2019The residents of Bridport House in Hackney have moved to either temporary or permanent homes whilst extensive works are carried out to fix a series of serious defects with the building, built in 2011.  We have provided independent support and advice to residents during the rehousing process and provided one-to-one support and advocacy for families, including liaising with the Hackney Decant Team.  We also provided Turkish and Bengali interpretation services for families. We have been supporting Colville Estate Tenants & Residents Association (CETRA), get a commitment from Hackney Council that Bridport House properties which become permanently vacant will be prioritised for Colville residents in the first instance and remain ring-fenced.

Appointed independent resident advisors in 2016

We have been working with residents living in Tangmere and Northolt as independent advisors since 2016 providing support and advice about rehousing and rehousing options due to the council’s decision to demolish the blocks.  Haringey Council and the community are working to develop plans for the largest estate-wide improvement programme including 294 new homes for Broadwater Farm residents.

Appointed independent resident advisors in 2019
Cambridge Road Estate was built in the 1970s and comprises 832 h
omes (675 social rented, 90 leasehold and 57 freehold).  To deliver the regeneration of the estate, the council elected to partner with Countryside Properties to jointly deliver comprehensive regeneration over a 10-15 year development period.  The proposals aim to deliver 2,170 new homes. We initially worked with the Resident Steering Group to help all members understand the draft Landlord Offer.  We assisted the group in negotiations with the council on their issues of key concern.  
By conducting an extensive outreach engagement programme, we made contact with 94% of all households. In the Residents Ballot in 2020 following a turnout of 86%, 73% of households voted 'yes' to the regeneration.  Since then, we have continued to provide independent advisor services to those living in phase one.

The proposed regeneration of Central Hill stalled in 2018.  Following a review of all regeneration projects by Lambeth Council, a new full examination of the future of the 450 homes is currently underway.  We are working with and supporting residents play a full part in the masterplan for the estate, conducting wide engagement amongst the community and supporting the Resident Engagement Panel contribute to the core of the proposals.  The regeneration proposals will be subject to a resident ballot in 2024.

Appointed independent resident advisors in 2018

The Church Street regeneration area is located off the Edgeware Road in Westminster and aims to bring around 1,750 new homes, greener and more pedestrian spaces and support the wellbeing of the community.  In 2019, the council held consultations on four regeneration options, we delivered co-design workshops for tenants and leaseholders feedback on these options.  We continue to provide direct resident contact and onsite/online drop-in advice sessions.  The council will soon be selecting a development partner to build the new homes.  We have worked with residents to enable their participation in the Regeneration Partnership Group and to be part of the process to select the development partner.

Harriott, Apsley and Pattison Houses on the Clichy Estate comprise 100 flats and maisonettes (64% leaseholders).  The proposed regeneration aims to replace all existing homes with over 400 new homes. We have worked with the Resident Panel to help members understand the regeneration process, the options available and the implications for residents of all tenures.  The Resident Ballot result in April 2020 was overwhelmingly in support of the regeneration.  We continue to provide engagement and independent advisor services as the proposals are being developed.

In our longest running project, we have been working with residents at the Colville Estate to implement a community-led masterplan.  We have worked with and supported local residents with advice and training and as advocates during the formulation of a Residents' Charter, Baseline Expectations Document, Development Brief and Masterplan.  Current work concerns the detail of the implementation of a 'deliverable' masterplan for the phased demolition of all existing 432 homes building more than 900 new tenure blind homes for social rent, shared ownership and sale and new community and retail facilities.  We are currently in Phase 2C of the masterplan which includes proposals for

• 93 new homes, (52 homes for social rent, 19 for shared ownership and 22 for outright sale).

Copley Close is going through an extensive and long-term regeneration scheme. This ‘transformation’ programme is being led by Ealing Council and its subsidiary housing company and will partially rebuild and refurbish the estate over a 15 year period.  It will deliver energy-efficient and affordable homes for local people, as well as improved retail and community facilities.The regeneration scheme has seven phases and we have successfully engaged with tenants and leaseholders living on the first five phases, providing support from decanting stages through to moving back to new properties. We support and advise the Steering Group, working to build trust between residents and the council. Providing training to empower residents to play a central role in the regeneration, including interviewing contractors is also part of our role. We have also assisted in establishing and maintaining a vibrant Tenants Association.New build homes have won several awards -  Best Starter Homes Scheme (Gold Award), Best Partnership and Best First Time Buyer Home.

The regeneration of the Dollis Valley estate will create a new integrated community by replacing the existing multi-storey homes on the estate with a new mixed tenure housing development.  The scheme will deliver 631 new homes, built to the EcoHomes Standard (Code Level 4) and to Lifetime Homes Standards and provision of children day care.After eight years of working with Dollis Valley residents during the design process and delivery of the first three phases of the estate regeneration, we continue to attend team and Partnership Board meetings and to provide independent advice for residents of all tenures facing relocation as a result of the regeneration.

The regeneration of Elm Grove in Sutton Town Centre will replace the existing homes with 279 new homes of which 57 will replace the current social rented homes.  We held wide-ranging engagement events prior to the Residents Ballot in which 82% participated. 79% voted in support of the plans. The council will soon be launching a tender to select a development partner to build the new homes.  We continue to support residents enabling them to be part of this process.

In total, 84 new homes will be built in two phases Phase one replaced 18 of the existing patio houses. The existing secure tenants have moved into new rented homes at council rent levels. After six years of supporting a group of largely elderly residents during the design, construction, allocation and final move into brand new homes, we have recently been supporting them with issues associated with their new homes.  We are now helping them understand the new documentation as their tenancies revert to Lambeth Council after a number of years with Homes for Lambeth.  Following an independent review into the delivery of affordable housing in the borough, the council decided to consolidate Homes for Lambeth within the council.

Appointed Communication and Engagement Consultants in 2021The retrofit project aims to install fire suppressing sprinklers and heat activated fire alarms inside all flats.  PPCR was appointed as communications and engagement consultants by the City of London Corporation to support the delivery of the scheme to a number of high rise blocks across London (Avondale Square Estate, Great Arthur House and Petticoat Towers). Our role is to ensure that resident engagement is at the heart of the project. We also act as an independent complaints arbitrator to ensure that complaints are managed and responded to in accordance with the City of London’s complaints procedure.

Appointed independent resident advisors in 2019

We have been supporting residents of St Raphael’s Estate in Brent as independent advisors since 2019 and have been working closely with the St Raphael’s Voice Board (SRV), ensuring that local voices are shaping the future of the estate.  We conducted extensive consultations and an opinion survey in 2020, enabling residents to choose between redevelopment or infill refurbishment.  We have supported the SRV in shaping the designs for the Infill Plus Phase 1.  We are currently providing support and capacity building to enable the SRV Board and its members develop and flourish.  The Infill Plus scheme at St Raphael’s includes building new homes owned by the council for rent to existing and new tenants.  The plans also include improved green space, transport links and community facilities.

Appointed independent tenant advisors in 2023
The first of five regeneration phases received planning permission in 2010.  The regeneration will deliver around 1,000 mixed tenure new homes, new commercial spaces and an improved public realm.  Appointed this year, we are refreshing and relaunching the resident engagement strategy by developing and delivering a strategy that starts right down at a one-to-one level.  
We are building and supporting resident attendance and involvement in key meetings and other engagement activities. A key output is to improve the type and level of information exchange between the Peabody Group and local residents. Our job is also to make sure everyone has a clear picture of the issues and solutions affecting the future of Wornington Green and Portobello Square.

We are also providing support and capacity building to enable the Resident Steering Group and its members develop and flourish.  Our agreed output is that the group develops its own identity and becomes self-sufficient with a noticeable improvement in  empowerment through individual and group training.
